3月19日上午，北京市在國務院新聞發布廳舉行“推動高質量發展”系列主題新聞發布會北京專場。這是國務院新聞辦組織策劃該系列新聞發布會的首場。

Good morning. It gives me great pleasure to meet you and brief you on Beijing’s endeavors in promoting high-quality social and economic development by leveraging its strategic role as the national capital. I wish to begin by extending, on behalf of the CPC Beijing Municipal Committee and Beijing Municipal Government, our heartfelt appreciation for your long-standing attention and support.
黨中央對北京高質量發展高度重視，習近平總書記多次視察北京，親自為關系首都長遠發展的重大問題、重要規劃、關鍵事項把關定向。我們堅持一張藍圖干到底，畫好“工筆畫”，打造“實景圖”。去年，全市地區生產總值增長5.2%、經濟總量達到4.4萬億元，一般公共預算收入增長8.2%、超過6000億元，人均地區生產總值、萬元地區生產總值能耗水耗保持全國省級地區最優水平，北京高質量發展邁出堅實步伐。
The CPC Central Committee attaches great importance to Beijing’s high-quality development. General Secretary Xi Jinping has conducted several inspection tours to Beijing and made important remarks regarding Beijing on multiple occasions, providing personal guidance on the capital’s key issues, critical plans and priorities. In alignment with the grand blueprint laid out by the General Secretary, we have broken down the overall vision into specific actionable tasks, persistently working to bring this vision into a full reality.
Last year, Beijing’s Gross Regional Product (GRP) grew by 5.2% from the previous year to 4.4 trillion yuan. General public budget revenue increased by 8.2%, exceeding 600 billion yuan. Per capita GRP and labor productivity measured by output per worker remained the highest among provincial-level jurisdictions in China, while energy and water consumption per 10,000 yuan of GRP were the lowest. All in all, solid progress has been made in the capital’s high-quality development.
今年是新中國成立75周年，是實現“十四五”規劃目標任務的關鍵一年。北京市將認真貫徹中央經濟工作會議精神和全國“兩會”部署，牢牢把握堅持高質量發展這個新時代的硬道理，牢牢把握推進中國式現代化這個最大的政治，堅持穩中求進、以進促穩、先立后破，深化“五子”聯動服務和融入新發展格局，奮力推動新時代首都發展。
This year marks the 75th anniversary of the People’s Republic of China. It is also a crucial year for achieving the objectives and tasks laid down in the 14th Five-Year Plan. As we forge ahead, we will act on the guiding principles of the Central Economic Work Conference, and fully implement the plans made at the annual NPC and CPPCC sessions. With high-quality development as our top priority in the new era and Chinese modernization as our principal political objective, we will stick to the general principle of seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old. We will further incorporate the Five Key Initiatives into the new development dynamic and redouble efforts to promote the capital’s development in the new era with a focus on the following areas:
一是著力優化提升首都功能，在推進京津冀協同發展上展現北京作為。今年是京津冀協同發展戰略實施10周年，我們將深化落實北京城市總體規劃，不斷完善激勵約束政策體系，堅定有序疏解非首都功能，優化中央政務環境和城市人居環境；我們將以分內之事支持雄安新區建設，一年一個節點持續推動城市副中心發展，攜手津冀共同打造交通一體、生態共建、服務共享、功能協同的首都都市圈，加快建設中國式現代化的先行區、示范區。
First, we will reinforce Beijing’s role as the national capital to actively fulfill our responsibilities in promoting Beijing-Tianjin-Hebei coordinated development. This year marks the 10th anniversary of advancing Beijing-Tianjin-Hebei coordinated development. With further implementation of the Master Plan of Development for Beijing (2016-2035), we will improve the incentives and set mandatory targets to relieve Beijing of its non-capital functions in an orderly way, bolster support for the central authorities’ functions, and enhance the city’s overall living environment. We will continue to support Xiong’an New Area as if their endeavors are part of our own duties, and use well-conceived annual targets to drive the high-quality development of the Beijing Municipal Administrative Center (BMC). We will, in collaboration with Tianjin and Hebei, develop a metropolitan area for greater Beijing featuring integrated transport networks, coordinated eco-conservation actions, and seamless sharing of public services. Our goal is to turn Beijing-Tianjin-Hebei region into a pilot and demonstration zone for Chinese modernization.
二是著力加強國際科技創新中心建設，在發展新質生產力上發揮北京優勢。我們將統籌教育科技人才資源，培育壯大各類科技力量，持續深入實施基礎研究領先行動、關鍵核心技術攻堅計劃，前瞻布局未來產業新賽道；以科技創新引領現代化產業體系建設，加快推進集成電路、新能源汽車、生物制造等一批標志性項目，鞏固擴大人工智能、高級別自動駕駛等行業領先優勢，著力打造全球數字經濟標桿城市；加快完善創新生態體系，壓茬推出新的中關村先行先試改革政策，扎實推進世界領先科技園區建設，為北京高質量發展聚勢賦能。
Second, we will enhance the development of Beijing as an international innovation center to fully unleash the city’s strengths in nurturing new quality productive forces. We will lean into the education, technology and talent resources in Beijing to bolster our country’s strategic scientific and technological strength. We will implement action plans to secure the city’s leading position in basic research and achieve breakthroughs in core technologies in key fields. Forward-looking plans will be adopted to open up new grounds in future-oriented industries. We will build an innovation-led modern industrial system and accelerate a number of landmark projects in such sectors as integrated circuit, new energy vehicles and bio-manufacturing. We will cement and expand our lead in artificial intelligence, high-level autonomous driving, among other domains, to establish Beijing as a global pacesetter in the digital economy. We will work faster to improve the innovation ecosystem. Pilot reform measures for the Zhongguancun Science Park will be implemented on a rolling basis to elevate it into a world-class science park that better empowers the capital’s high-quality development.
三是著力打造美麗中國先行區，在打好污染防治攻堅戰上體現北京力度。我們將協同推進降碳、減污、擴綠、增長，以更大力度打好藍天保衛戰，鞏固提升空氣質量改善成效；積極穩妥推進碳達峰碳中和，持續優化能源結構，擴大外調綠電規模，力爭綠電占比達到25%；深化全域國家森林城市建設，增添公園城市生機活力，規劃花園城市美麗圖景，讓市民盡享游園之趣，讓城市綻放自然之美。
Third, we will strive to become a model zone for building a Beautiful China, demonstrating our resolve in fighting against pollution. We will cut carbon emissions, reduce pollution, expand greenery, and pursue economic growth in a coordinated way.We will exert ourselves to keep the skies blue and consolidate our gains in air quality improvement. We will work actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality. To further improve the energy mix, we will scale up green electricity transmission to our city and work to raise the share of green electricity to 25%. Building on our success in turning Beijing into a national forest city, we will enhance the vibrant landscape of this city with numerous parks. By transforming Beijing into a garden city, we offer our citizens the joy of immersive, picturesque environments and the natural beauty of the city.
四是著力抓好“兩區”建設，在推進改革擴大開放上深化北京探索。我們將加速落實新一輪國家服務業擴大開放綜合示范區建設方案，深入推進自貿試驗區提升行動，再形成一批可復制、可推廣的改革經驗；著力打造營商環境“北京服務”品牌，推出更多直達快享、免申即享的惠企措施，努力營造穩定、公平、透明、可預期的一流營商環境。
Fourth, we will advance the “two zones” development to further explore Beijing’s paths towards more in-depth reform and wider opening-up. We will expedite the implementation of the latest work plan for the Integrated National Demonstration Zone for Greater Openness in the Services Sector and further develop the China (Beijing) Pilot Free Trade Zone to cultivate more experiences that can be replicated and scaled up. We will make “Beijing services” a recognizable brand representing excellent governmental support for doing business, by introducing more favorable policies that are readily and swiftly accessible with no requirement for enterprises to file applications. In doing so, we aim to create a world-class business environment characterized by stability, fairness, transparency, and predictability.
五是著力保障和改善民生，在提升城市精細化治理水平上塑造北京品質。我們將緊扣“七有”要求和“五性”需求，深化接訴即辦改革，努力解決群眾操心事、煩心事和揪心事；加強交通綜合治理，爭取中心城區綠色出行比例達到75%；更加關注解決“老老人”“小小孩”問題，為失能失智老年人提供更多照護支持，面向3歲以下幼兒新增普惠托位1萬個；根據群眾看病就醫需求，不斷深化“三醫聯動”改革；建設籌集保障性租賃住房7萬套，竣工各類保障性住房8萬套；更好統籌發展和安全，加快推進災后恢復重建，強化韌性、智慧、宜居城市建設，以實實在在的工作成效，持續提升群眾獲得感、幸福感和安全感。
Fifth, we will ensure and improve people’s wellbeing to establish Beijing as a model for precision governance. By focusing on improving people’s well-being in seven aspects and meeting their expectations for a better life in five areas, we will enhance our reform in delivering swift responses to public complaints, to effectively address issues that our people are most concerned about. We will ensure comprehensive management of the city’s transport system, with the goal of raising the rate of green commuting to 75% in the downtown districts. More will be done to support dependent elders and toddlers, including expanding care services for elderly individuals with physical and mental challenges, and adding 10,000 public-interest nursery slots for children under the age of three. We will continue to deepen the integrated reform of medical treatment, medical insurance, and medicine supply, to better meet the healthcare needs of our citizens. A total of 70,000 units of rental housing for low-income groups will be made available, and 80,000 units of government-subsidized housing will be delivered. To ensure both development and security, we will make our city more resilient, intelligent, and livable while advancing post-disaster recovery and reconstruction efforts. Our goal is to ensure that our people experience a growing sense of fulfillment, happiness, and security through solid improvements in our work.
